Clinton, Connecticut , Higgins attendedNorwich Free Academy .He was graduated from Yale Law School in 1897.He was admitted to the bar in 1897 and commenced practice inNorwich, Connecticut .He served as member of the State house of representatives in 1899 and 1900.He served as member of the Republican State central committee 1900-1905. Health officer of New London County 1900-1905. Corporation counsel of Norwich 1901, 1902, and 1919-1922.He served as prosecuting attorney of Norwich in 1905.He served as delegate to the Republican National Conventions in 1904 and 1916.Higgins was elected as a Republican to the Fifty-ninth Congress to fill the vacancy caused by the resignation of Frank B. Brandegee.He was reelected to the Sixtieth, Sixty-first, and Sixty-second Congresses and served from
October 2 ,1905 , toMarch 3 ,1913 .He was not a candidate for renomination in 1912.He resumed the practice of law.He served in the Connecticut State National Guard during the First World War.He served as prosecuting attorney, Court ofCommon Pleas, Connecticut from 1932 to 1946.He resumed the general practice of law.He died inNorwich, Connecticut ,September 24 ,1954 .He was interred in Maplewood Cemetery.References
