Amir Nosrat'ollah Balakhanlou was born in
Tehran ,Iran . He was one of the two sons of Commander Asad Khan of Talesh. Ehtesham ol-Saltaneh was also one of the founding fathers of the Iranian Constitution during theQajar dynasty .
