Hirata studied Education at the Ensenada Normal School with two specializations, one in criminal and unadapted minors (from the Specializations College in
Mexico City ) and a second one in attention on learning disabilities (from the Normal School of Specialization inSaltillo ,Coahuila ). Hirata also has aMaster's Degree on Administration and Management through the State Education System ofBaja California . Hirata started his teaching career in 1968 in an elementary school in the communityEl Porvenir . He worked for several schools and in 1979 he founded the Pedagogic Center of Ensenada. In 1983 he taught at the National Pedagogic University. He then taught at the Ensenada Normal School. From 1971 to 1975 he oversaw the creation of classrooms and elementary schools in the municipality of Ensenada and in 1978 he founded the House of Culture of Ensenada. From 1998 to 1999 he was the director of education, culture and social welfare in the XIVAyuntamiento of Ensenada [http://www.gilbertohirata.com/ Official site] ] .
