Special Economic Zone was announced in the SecondInter-Korean Summit meeting between the South Korean presidentRoh Moo-Hyun and the North Korean leaderKim Jong-Il . It is to be aSpecial Economic Zone centered around the Haeju port. The zone will consist of 16500000m² of development and the expansion of the Haeju port. This project is estimated to the cost over US$4.5 billion. This economic agreement betweenSouth Korea andNorth Korea will allow trade between the port ofIncheon and the port of Haeju. This trade between the two ports have been proposed before due their proximity (20km) but was refused by theNorth Korea due to the strategic importance of Haeju port to the North Korean Navy.Transportation
