Mike Milligan is a former basketball coach at the University of Tulsa.

Milligan succeeded Tex Ryon as coach, who left in 1942 after his second stint coaching the team. Milligan is noted for being winless in his tenure at Tulsa, which was only the 1942-43 season. He went 0-10 as Tulsa Golden Hurricane head coach and was replaced by Woody West.
