The competition will be hosted by Poland from September 7 to September 20 2009. Venues

The four group winners and the best three runners-up qualified to EuroBasket 2009.

The best six of the remaining teams will go to the Additional Qualifying Round, from which one team will qualify to EuroBasket 2009.

The last four teams will go to the Relegation Round, from which two teams will relegate to Division B in 2010-2011.
