J.S.S. College is a college in Karnataka, India.

Campus

The college is situated in a picturesque surrounding on the top of the Mailarling Hill, now called Vidyagiri, at a height of 2511 feet above the sea level, on the outskirts of Dharwad, on Poona-Bangalore Road. It is ideally located for all round development of the students. The College is located on a small hill overlooking the semi-rural outskirts of the town of Dharwad. It has a scenic, spacious and well-maintained campus that is adorned by copious patches of greenery as well as aesthetically planned gardens. Within this area, the College has accommodated a school and its hostels, a post office and a bank. The whole campus measures about 41 acres and 27 gunthas, which is not easily available elsewhere.

Janata Shikshana Samiti has a network of educational and Nation-building Institutions on the Vidyagiri Campus, like Arts, Commerce and Science College, Polytechnic Institute, Economic Research Institute and Law College at Hubli etc.

The Samiti has forty quarters on the campus for its employees. There are two Boys' Hostels and a ladies Hostel and a Working Women's Hostel. It has also a Bank, Post & Telegraphs and Public Call Office. There is a well equipped Library housed in the spacious building constructed with UGC aid. Spacious Playground is available on the campus for cultural activities of varied dimensions.

College

The J.S.S.Banashankari Arts, Commerce and Shantikumar Gubbi Science College, was originally started in 1944 by the Karnataka education Board with a mere strength of forty students. It was taken over by the Late Shri R.S.Hukkerikar the veteran freedom fighter, constructive worker and educationist in 1952. The college was originally started as an intermediate college but Science wing was added in the year 1949.

With the increasing student strength, the College was bifurcated into two separate colleges, the Banashankari Arts college and S.K.Gubbi Science College in 1966. However the two Colleges were once again amalgamated in June, 1975.

After taking over the management of Janata Shikshana Samiti on 18th October, 1973 by Pujya Shri Vishweshateertha Sripadangalavaru of Pejavarmath and Pujya Dr. D.Veerendra Heggade, dharmadhikari of Sri Kshetra Dharmasthala, the new Management added two years P.U.Job Oriented diploma course and Commerce section to the college in 1975 and 1977 respectively.

The College is permanently affiliated to Karnataka University and teaches courses leading to B.A. degree with Kannada, Sanskrit, English, Economics, Sociology, Political Science, History, Geography, Hindi, and Education as optional subjects. It has a commerce wing and at the science side the college provides B.Sc. degree Course with Chemistry, Physics, Botany, Zoology, Statistics, Electronics, Mathematics as optional subjects.

The College had the good fortune of possessing a galaxy of eminent educationistsPOV-statement|date=March 2008 as Principals. This includes such illustrious names as Prof. B.M.Shrikantaiah, the poet and freedom fighter, Prof. G.B.Jathar the economist, G. A. Kulkarni, a great Marathi writer and Sahitya Academy Award recipient, Dr. Karamachand Wade, Dr. R. Y. Dharwadkar, the writer and educationist, Dr. V. G.Kulkarni a great orator and educationist, Pro. N.Vajra Kumar the present Principal of the College represents the J.S.S. institutions on Governing Body as our Secretary. He has been ably conducting the affairs of the Samiti with zeal and dedication.

Being interested in education, the institution carried out several experiments including earn while you learn programme. Besides having a very well equipped Library, the College has two N.C.C. Companies, two units of N.S.S. and a student welfare unit. The students of the college are awarded a large number of Scholarships including studentships, Govt. free ships, various concessions under Govt. Schemes and several other prizes instituted by the College and benevolent Donors. The Management of Janata Shikshana Samiti has been kind enough to institute 57 Scholarships of the value of Rs. 100 /- each to encourage merited students and sportsmen. The College, which celebrated Golden Jubilee recently, stands for the promotion and preservation of academic and cultural excellence. the University Examination results, year after year, have placed this College in a prominent position.

History

Banashankari Arts and Commerce and Shantikumar Gubbi Science College, more popularly known as J. S. S. or Janata Shikshana Samiti College after the name of the Trust that now runs it, is one of the oldest and most sought after colleges of Dharwad-Hubli area. The Peer Team has taken note of the fact that it has been declared a Lead College by the Commissioner of Collegiate Education, Karnataka. Affiliated to Karnataka University, Dharwad, it saw its inception in 1944 under the Karnataka Education Board as an intermediate college, its science wing being added in 1949. Increase in the student population compelled its management to split it into two colleges—Banashankari Arts and S. K. Gubbi Science in 1966. They were merged again in 1975 to form a single entity. The College came under a new management, that of the J. S. S. in 1973, after which it has shown a steady growth.

Organisation and Management

The Banashankari Arts and Commerce and S.K. Gubbi Science College, Dharwad, established in 1944, is managed by the Janata Shikshana Samiti that has another 20 institutions under its umbrella. This Samiti, in its turn, is a socially committed service providing front of the Shrikshetra Dharmasthala, said to be the Tirupati of Karnataka State. Over a period of time the Samiti has evolved a model for good and efficient governance. The top level management which includes the President, the Chairman and the Board of Management is the main policy-making body controlling and monitoring the overall activities of the College. This is followed by the Governing Council which takes care of the academic and infrastructure development, admission policy, students’ welfare schemes etc.

The Principal is the academic and administrative head of the college, who looks after the day-to-day administration. She is assisted by the HoDs in academic matters and the Internal Quality-Assurance Cell (IQAC) in extra-curricular activities. There are various committees for different activities and their functions and responsibilities have been laid down to bring transparency, accountability and democracy in the system. Financial management, administration of funds, purchase procedures have been well documented and streamlined. Appraisal of the financial transaction is done by the Internal Auditor, who is an employee of the institution and then by a qualified external auditor independently, for safeguarding the interests of the stakeholders.

The management appears to be sensitized to the modern concepts and has a highly professional attitude with an excellent perception of the social needs. The Peer Team appreciates the setting up of IQAC for monitoring the standards in the various fields of activities of the college.

The College, in the current year (2004-5) has the student-strength of 1398, of which 785 are male and 613 female. Unit cost of expenditure per student is Rs. 10, 821.00, as given by the College, which includes the students of the PUC, which, the PT feels, should have been left out of this account.

The Faculty of the College consists of 133 full-time and part-time teachers, of whom 77 full-timers receive salary from the State Government grant, while the rest receive their salary from the management. Besides 108 full-time teachers, there are 25 part-timers. Of the members of the full faculty, 30 are Ph. Ds, while 10 possess M. Phils. 22 of the teachers are carrying on doctoral research. The number of the non-teaching employee is 76, and there are 11 technicians.

The College has a wide range of sports activities (athletics, basketball, table tennis, cricket, volleyball, softball etc.) and good playgrounds and space for indoor games and recreational facilities. It also has five hostels, two for boys and three for girls, these having 582 (252+330) seats in all. The PT was pleased to note that the Colleges presented a rich and vibrant cultural life. The students have won scores of state and national awards in sports and cultural meets. There were also one or two international events in which students of the College represented the nation. The present students as well as the alumni, including the parents felt a reasonable pride in being associated with the College, which came clearly out in their respective sessions of interactions with the PT.
