September 14 ,1939 ) is a professionalassociation football referee. He is the only referee in the history of theFIFA World Cup to have been appointed to two consecutive Final matches: in1974 inMunich , and in1978 inBuenos Aires .Barreto was first selected as a World Cup Finals referee in
Germany . There he was given charge of the highly publicised fixture betweenEast Germany andWest Germany inHamburg .
