Julio Francis Ribeiro, (born May 1929,
Goa ) is a formerIndia n police officer who is best remembered for his role in endingPunjab insurgency .Ribeiro joined the
Indian Police Service in 1953 and rose to be the Commissioner ofMumbai Police from 1982 to 1985, Director General ofCentral Reserve Police Force ; Director General Police ofGujarat and Director General of Punjab Police during its worst years of terrorism in Punjab. In 1987, he was awarded thePadma Bhushan , India's third highest civilian award for his services.He is famous for his phrase “Bullet for Bullet,” deemed to be his policy that he adopted in Punjab to save the state from militancy. His autobiography is titled "Bullet for Bullet: My Life as a Police Officer" was published by
Penguin Books in 1999.He held positions such as Special Secretary to the Govt. of India in the Ministry of Home Affairs and advisor to the Governor of Punjab.
Post-retirement, Ribeiro also served as India's ambassador to
Romania in 1989-1993 where an unsuccessful attempt was made on his life in 1991 atBucharest . He had also held the position of governor inJammu and Kashmir . He has been involved in social work lately and is presently living inMumbai , India.Personal life
Julio Ribeiro is married to Melba Ribeiro and has two daughters Neena and Anna. He is also working as non executive Director to Glenmark Pharmaceuticals Limited.
