The Premier League is the second division of Speedway in the United Kingdom and goverened by the Speedway Control Board (SCB), in conjunction with the British Speedway Promoters' Association (BSPA). The Premier League was founded in 1995 when it replaced the British League as the first division. In 1997, the Elite League became the first division and the Premier League became the second division.

In 2008 The Premier League membership increased from fifteen to seventeen members with the additions of the Reading Racers from the Elite League and the Scunthorpe Scorpions from the Conference League.cite web

Team building

At the start of each season, teams are built up to maximum points limit. The combined Calculated Match Average (CMA) of the seven riders declared in the team must not be higher than an agreed figure set at the British Speedway Promoters' Association (BSPA) Annual General Meeting.

Prominent rule changes

The Champion will be decided by a standard league table, reverting from the play-off system in operation for the last two seasons. Promotion to the Elite League was introduced and this will be decided by a play-off system. The top four in the table will race in quarter finals and a semi-final. The winner of the semi-final will meet the loser of Elite League relegation play-off. The winner of the final will compete in the Elite league in 2009.
