The Union of Local Authorities of the Philippines, was officially formed a few weeks after September 3, 1998. The group serves as an avenue for local government officials in the Philippines (governors, mayors, councilors, etc.) to discuss relevant national and local issues; and advocate their position and the voice of their constituents regarding these issues. Charter Change for example is one advocacy of ULAP.
