The construction, which was undertaken by

Controversy
In Britain, there were allegations of corruption over the way in which development funding was granted to a British consortium which partly funded the project. In the case "R v Secretary of State for Home Affairs ex parte World Development Movement", a pressure group challenged the decision to grant funding to the project.
