The Indo-Russian Tactical Transport Aircraft (also called the Il-214/HAL Multirole Transport Aircraft) is being developed by Ilyushin of Russia and Hindustan Aeronautics Limited (HAL) of India. It is a aircraft designed to perform multiple transport duties for the air forces of both countries. The deal between the two countries is expected to be signed by April 2008.Fact|date=March 2008

The goal of the development would be to replace the ageing Antonov An-12, An-26 and An-32. The aircraft will be able to perform regular transport duties and also deploy paratroopers.

The aircraft is to be powered by Russian-made turbofan engines attached to top mounted wings, and has a T-shaped tail. The payload will be 18.5 tons of military or civilian cargo, with a range of 2500 km and a speed of 870 km/h. Indian Air Force plans to acquire 45 Tactical Transport Aircraft. Russian market will demand nearly 100 transport aircraft within next 12 years. The jet is is expected to fly by 2013 and inducted by 2015.Fact|date=March 2008

As of August 2007, though, HAL began seeking Western partners following a dispute with Russian companies over funding. The 2002 deal stated that India and Russia both would contribute 50% each creating a 50-50 joint venture, with a Russian consortium - a coalition of Irkutsk Aviation and Industrial Association, llyushin Aviation Complex and Rosoboronexport - contributing $300 million and HAL contributing the remainder. However in April 2008 the Russian export monopoly and the Indian HAL agreed to work together on the project. The Irkut would not participate but the Ilyushin and HAL would work on the project.
