The Renewable Energy Foundation (REF), founded in 2004, is based in the United Kingdom, and according to the "The Guardian" "is backed by anonymous wealthy individuals and hopes to gather the 80 or so groups opposing wind farms around the country."cite web

REF released a 2008 report that defames onshore wind power and was co-authored by Robert Barfoot, chairman of the North Devon branch of the Campaign to Protect Rural England (CPRE) [Wilcock, D., "No Merit in Wind ENnergy - Report" Western Morning News, 16 Sept. 2008] . The CPRE is an openly anti-onshore wind organization ["Throwing Caution to the Wind" 15 Oct. 2003, http://www.cpre.org.uk/news/view/232] ["Wind farm free-for-all threatens countryside" 21 Sept. 2005, http://www.cpre.org.uk/news/view/232] , having stated, "CPRE will vigorously oppose proposals for major wind turbine development in and adjacent to areas of outstanding natural beauty and national parks where these would be damaging to the landscape.
