Jim Foley, an Ottawa native, was a star slotback player in the

St. Dunstan's University , later to become theUniversity of Prince Edward Island , and played footbal from1966 to1969 . He is one of the few professional football players to come fromUPEI . In his rookie year, Foley was named the team’s Most Valuable Player. In the 1968-69 season, Foley was MVP of the Bluenose Conference. He was also the rushing leader with 809 yards and the rushing average leader at 9.6 yards per carry. In his senior year, now playing for the UPEI Panthers, Foley led the league in kickoff return yards (377) and the highest kick return average. He was also namedUPEI ’s first Male Athlete of the Year. Over four seasons of collegiate football, Foley scored 198 points and rushed for 2376 yards. In his senior year, now wearing the green-and-white of the UPEI Panthers, Foley led the League in most kick-off return yards (377) and the highest kick return average. He was also named UPEI’s first Male Athlete of the Year.Over four seasons of collegiate football, Foley scored 198 points and was the acknowledged workhorse of his teams.He is, quite simply, the best football player ever at St. Dunstan’s and UPEI. Foley would eventually go on to star in the Canadian Football League.Foley is a member of the UPEI Sport Hall of Fame.He began his 7 year CFL career with the
Montreal Alouettes , playing 2 season with them (1971 and 1972). He moved to theOttawa Rough Riders in 1973, where he had a career year (rushing for 126 yards and catching 19 passes for 261 yards.) He was named theCFL's Most Outstanding Canadian Award winner and helped the Riders to aGrey Cup victory. He would play 5 seasons in Ottawa (from 1973 to 1977) and was part of the classic 197664th Grey Cup game victory. In 1976 he had a career high 56 receptions for 847 yards.
