The tournament consists of 12 teams and is contested by all Test-playing nations plus qualifiers. The championship is expected to be held around every two years.

The inaugural event, the 2007 ICC World Twenty20 was staged in South Africa from September 11, 2007 to September 24, 2007. The inaugural champion of the ICC World Twenty20 is nct|India who defeated nct|Pakistan in the final at Johannesburg by five runs.

Format

Qualification

The World Cricket League is a series of international one-day cricket tournaments for national teams without Test status, administered by the International Cricket Council. Any Associate or Affiliate member of the ICC may compete in the league system, which has promotion and relegation between each division.

The series completed its first cycle in 2007, with teams allotted into divisions based on their performance in the qualification tournaments for the 2007 World Cup. As the two finalists of the World Cricket League Division One tournament, nct|Kenya and nct|Scotland, were rewarded with qualification for ICC World Twenty20 2007 alongside the ten test playing nations.

Tournament

The tournament format for the 2007 edition consisted of four stages:

*Group Stage - Four groups of three teams (two seeds and one qualifier) with two games per team and the top two teams qualifying for the Super 8s.
*"Super 8s" - Two four-team groups playing three games each. The make up of the groups was pre-decided based upon all seeds qualifying; if a seed failed to qualify the beneficiary took their allotted place in their respective group.
*Semi-Finals - Group Winners playing the runner up of the other Super 8 Group.
*Final

The winners of the 2007 tournament were nct|India.

Hosts

The International Cricket Council's executive committee voted for the hosts of the tournament after examining the bids which was made by the nations keen to hold a Twenty20 World Championship. After South Africa, England will host in 2009 followed by Sri Lanka in 2012 and Bangladesh in 2014. The ICC decided that South Africa and England should host the first two tournaments because they were the earliest adopters of the format.
