- Kalev Sepp
Dr. Kalev I. 'Gunner' Sepp is currently the U.S. Deputy Assistant Secretary of Defense for Special Operations, in the office of the Assistant Secretary of Defense for Special Operations, Low Intensity Conflict, and Interdependent Capabilities, led by Mr. Michael Vickers. Dr. Sepp is responsible for the Department of Defense global counterterrorism portfolio. This includes policy oversight of all special operations world-wide, and formulation of the Department’s global counterterrorism strategy. He received his current appointment in July 2007.Prior to his current appointment, Dr. Sepp was an
assistant professor ofdefense analysis at theNaval Postgraduate School inMonterey, California , teaching in the Special Operations Program. He received his doctorate in American Diplomatic History fromHarvard University in 2002, and earned hisCombat Infantryman Badge as a brigade adviser in theSalvadoran Civil War and as a Special Forces A-Team leader inPanama .He visitedAfghanistan to cowrite an official study of U.S. Army special operations there, and served in Iraq on several occasions as a consultant on intelligence,counterinsurgency andstrategy . He testified before theUnited States Congress on the training of Iraqi military units, and was anexpert member of theBaker-Hamilton Bipartisan Commission on Iraq , a.k.a. theIraq Study Group .Dr. Sepp also holds amaster's degree in Military Art and Science from theU.S. Army Command and General Staff College , and previously taught military history at the United States Military Academy at West Point. For his work inIraq , he was awarded the Department of the Navy Superior Civilian Service Medal, and the Secretary of Defense Medal for the Global War on Terrorism.=Publications=
