Abd al-Muhsin al-Libi

Abd al-Muhsin al-Libi was a Pakistani charity director who is suspected of helping to finance terrorist groups. According to American counter-terrorism officials Abd al-Muhsin al-Libi, while serving as the director of the Pakistan offices of two charities, was actually subverting those charities funds to finance terrorism.

Al-Libi was identified by Paul O'Neill, who was then US Secretary of the Treasury, who said al-Libi was the director of the Pakistan offices of the Afghanistan Support Committee and the Revival of Islamic Heritage Society. In order to obtain additional funds from the Kuwait RIHS headquarters, the RIHS office in Pakistan padded the number of orphans it claimed to care for by providing names of orphans that did not exist or who had died. Funds then sent for the purpose of caring for the non-existent or dead orphans were instead diverted to al-Qaida terrorists. There is no evidence at this point that this financing was done with the knowledge of RIHS in Kuwait.
