BBC News ] but he would never play for his native country. This was due to nationality transfer regulations in the newFIFA statutes, which came into force in 2004. The statutes allowed players under the age of 21 who never played for a senior national football team to change the nationality of the senior team, subject that the player has some "relations" to the "new" nation. A provision clause which would expire 12 months after the statutes came to in force in 2004 also allowed players over 21 to apply for a nationality transfer, provided they never played in the senior team of another nation. After this provision expired, players over 21 were only allowed to represent the senior team of the country they represented in youth level. Hersi was over 21 when this provision expired, and since he hadn't made the move to Ethiopia, he was only allowed to play for the Netherlands.References
