Waynesboro, Virginia , in 1886 and 1887; was graduated from the law department of theUniversity of Virginia at Charlottesville in 1890; was admitted to the bar the same year and commenced practice in Charlottesville; also engaged in agricultural pursuits; served in theVirginia House of Delegates 1895-1897; member of the Virginia State Library Board 1904-1913; appointed judge of the eighth judicial circuit in 1913; subsequently elected by the legislature and served from 1913 until his resignation in 1930; elected as a Democrat to the72nd United States Congress (March 4, 1931-March 3, 1933); was not a candidate for renomination in 1932; resumed the practice of law; died inIvy Depot , near Charlottesville, June 24, 1937; interment in Riverview Cemetery, Charlottesville, Virginia.
