Zhaksybek Kulekeyev

Zhaksybek Kulekeyev (also transcribed: "Zhaksybek Kulekeev" and "Jaksybek Koulekeiev"; in Kazakh: "Жақсыбек Құлекеев") is the first deputy CEO of KazMunayGas. In 1979 he graduated from the mathematical faculty of Kazakh state university. In 1979-1992 he worked in the Almaty Institute of National Economy and in 1992-1995 in the Kazakh State Economic University.

In 1995-1997 Zhaksybek Kulekeyev served as the first vice-president of Kazakhstan State Committee of Statistics and Analysis and in 1997–1999 as the Chairman of Kazakhstan Agency of Statistics.

In 1999-2000 Zhaksybek Kulekeyev was Minister of Economics, in 2000–2002 Minister of Economics and Trade, in 2002-2003 Chairman of Accounting Committee, and in 2003-2004 Minister of Education and Sciences.

In 2005-2006 Zhaksybek Kulekeyev was Rector of State Management Academy. Since January 2006 he works at KazMunayGas. Zhaksybek Kulekeyev is married and has one daughter and one son.

"United Press International" reported that Gazprom and KazMunayGas signed an "agreement in Uralsk to form a joint venture on the Orenburg gas refinery." Kulekeyev said, "As of 2007, Kazakhstan will supply 15 billion cubic meters of raw gas a year at $24 per 1,000 cubic meters from Karachaganak to the Orenburg gas refinery. It will get back 6 billion cubic meters of refined gas at $54 per 1,000 cubic meters without taking into account transport expenditures to meet its domestic demand." Russian President Vladimir Putin called the deal "an impressive agreement, involving Russia and Kazakhstan in tackling energy problems of the main partners, including those in Western Europe." Kazakh President Nursultan Nazarbayev said Kazakhstan has, "approached the third stage for developing the Karachaganak deposit, have come to gas processing for sales. We have settled the question on the price of gas which will be sold from this deposit." The joint venture will begin in January 2007.

According to "interactive investor", "Interfax" reported that "Royal Dutch Shell and ConocoPhillips are competing to exploit, with KazMunayGas, a new layer of the Caspian Sea." Kulekeyev said, "Today, on the finishing line, are Shell and ConocoPhillips, and one of them could become our partner." Kulekeyev said KazMunaiGaz would soon announce their choice.
