Plot

When Steve's new relationship with his girlfriend Debbie complicates things with his parents, but she quickly earned Stan's respect with her knowledge of guns and adjusted his. However, Francine develops empty nest syndrome, fearing of losing Steve. She sneaks in cocaine in his locker so he'd get suspended from school to be closer to him. But Steve obviously knows she was responsible and "breaks up" with her. Klaus convinces her to replace Steve. She then tries to convince Stan to have another baby but whenever they do foreplay, Stan is always careful not to impregnate her. He's patiently waiting for her to go through menopause, so they can "mate worry free" and when the kids are out of the house. Stan gets a vasectomy and had preprepared by storing his sperm from before a dangerous mission in the 80s. He then pretends to want another baby. The two have sex every time but Francine never got pregnant. When she found out about Stan's vasectomy and his sperm storage, she goes to the CIA labs to get it, followed by Stan. Stan explains his dream of being done with kids and won't let anything stand in the way with it. Francine gets rid of his by cracking a huge sperm (actually milk) tank, flushing him out. She soon realizes she accidentally went into the milk storage and the sperm bank was next door. But Stan already beat her to it and threatens to get rid of his sperm until Francine counterthreatens to put in the sperm of George Stephanopoulos in her. Stan reluctantly surrenders but shows Francine that it is natural for young to leave the nest and grow up, showing example with the cows. When they arrive home, Debbie had dumped Steve, leaving him crushed. This gives Francine another opportunity to be possessive, forgetting everything Stan said.

Meanwhile, Roger tries to enroll in college with Hayley in order get people to respect him. However, one lie leading to another results in Roger teaching the class as Professor Baxter (his first alias was impossible for him to spell). In addition, Hayley finds a new crush in her classmate Ethan (Elijah Wood). Roger's teachings about eliminating anyone that gets in their way, Ethan takes it literally when he invites Hayley and Roger to come over to his house and states that he stabbed his dad thirty-eight times because he didn't support his love for cooking. After an incredibly unnerving night, Roger tries to worm his way out by having the pair kiss in a closet but Hayley stabs him back with role reversal. In a desperate attempt to save himself, Roger reveals he's not a professor. Ethan, horrified at what he had done, is going to jail.

Cultural references

*The title is a play on the song "Ice Ice Baby" by Vanilla Ice.
*In the introduction video Stan watches at the Vasectech vasectomy clinic, one of the two on-screen characters says "Your vasectomy is about to beginning"; a phrase of Engrish.
*Roger's line (when he is posing as Professor Baxter), "Electric word, life. It means forever and that's a mighty long time," is the spoken prelude to Prince's song "Let's Go Crazy" from the album "Purple Rain".
*When Roger tries to put Hayley in detention, she corrects him by saying "There's no detention in college." Roger then "takes" 50 points from Gryffindor, a reference to the "Harry Potter" book series.
*Stan compares Steve with the fall of Saigon. In his analogy, Francine's uterus represents Saigon and Steve's birth represents the "last chopper out".
*Stan suffers a series of injuries in one scene: first, Francine maces him, so he shouts "My eyes!". Then, blinded, he runs towards the door, smashing his face against it (shouting "My mouth!"). As he's walking backwards, he collides with the bathroom door ("My back!"). Then, the gag starts as he sees a dry dead plant on the dresser ("My begonia!"). In shock, he almost falls and while trying to keep his balance, his hand turns on the radio. As the music starts, he yells "My Sharona!". Finally, when the TV comes on (as he trips on the remote control), he sees which program is on and screams "My Best Friend's Wedding!" My eyes again!" while covering his eyes.
*Francine tries to have sex with Stan while he's asleep, and Stan wakes up, macing Francine and calling her a succubus.
*When Roger reveals to Ethan he's not really a professor ("I wanted people to think that I'm smart, but I'm an idiot"), he says he prefers to return to his old life of watching bad television. ("Quit trying to do "The Majestic" and just go back to "Ace Ventura".) Both "The Majestic" and "Ace Ventura" starred Jim Carrey, and Seth McFarlane was a writer for the cartoon adaptation of "".
*The vasectomy office is completely Japanese-themed, including an automatic high tech operating theatre, two anime mascot-like characters who guide Stan through his vasectomy, an Asian nurse and Hentai Magazines, one of which specifically references tentacle porn, a hentai staple. The anime characters (named Kichiro and Mojiro) who guide Stan through the process are based on the mascots from the 2004 Aichi World Fair.
*During Stan's post-vasectomy sex, he mentions a position called the "Reverse Bulldog" to Francine, adding that she needs to punch him harder. The Reverse Bulldog is commonly known as a wrestling move.
*While at the C.I.A. warehouse, Stan is washed away in a stream of what he thinks is sperm, adding "I feel like Tara Reid on an average Tuesday". Francine then finds out that it was in fact milk and not sperm shortly after.
*Francine looks for Stan's sperm and finds a sperm sample for Janet Reno, who is a woman (Francine was more surprised that it was misplaced alphabetically than it being Janet Reno's sperm).
*Roger sings Bing Crosby's "Moonlight Becomes You" while being held captive.
*The final lines from Francine are an allusion to a scene in the film adaptation of Stephen King's "The Shining".

Notes

*This is the second appearance of Steve's girlfriend Debbie (the chubby goth girl from "The American Dad After School Special"). It is also the last. (The reasons why she broke up with Steve are currently unknown.)
