It was created on January 1, 1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and only town is Wąbrzeźno, which lies convert|36|km|mi|0|abbr=on north-east of Toruń and convert|66|km|mi|0|abbr=on east of Bydgoszcz.

The county covers an area of convert|501.31|km2|sqmi|1. As of 2006 its total population is 34,886, out of which the population of Wąbrzeźno is 13,796 and the rural population is 21,090.

Wąbrzeźno County is bordered by Grudziądz County to the north, Brodnica County to the east, Golub-Dobrzyń County to the south, Toruń County to the south-west, and Chełmno County to the west.
