It was created on January 1, 1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town is Inowrocław, which lies convert|36|km|mi|0|abbr=on south-west of Toruń and convert|40|km|mi|0|abbr=on south-east of Bydgoszcz. The county contains four other towns: Kruszwica, lying convert|14|km|mi|0|abbr=on south of Inowrocław, Janikowo, lying convert|12|km|mi|0|abbr=on south-west of Inowrocław, Gniewkowo, convert|16|km|mi|0|abbr=on north-east of Inowrocław, and Pakość, convert|13|km|mi|0|abbr=on west of Inowrocław.

The county covers an area of convert|1224.94|km2|sqmi|1. As of 2006 its total population is 165,237, out of which the population of Inowrocław is 77,095, that of Kruszwica is 9,373, that of Janikowo is 9,111, that of Gniewkowo is 7,254, that of Pakość is 5,789, and the rural population is 56,615.
