It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town is Lipno, which lies convert|43|km|mi|0|abbr=on south-east ofToruń and convert|84|km|mi|0|abbr=on east ofBydgoszcz . The county also contains the towns ofSkępe , lying convert|13|km|mi|0|abbr=on east of Lipno, andDobrzyń nad Wisłą , convert|26|km|mi|0|abbr=on south-east of Lipno.The county covers an area of convert|1015.6|km2|sqmi|1. As of 2006 its total population is 66,216, out of which the population of Lipno is 14,834, that of Skępe is 3,442, that of Dobrzyń nad Wisłą is 2,269, and the rural population is 45,671.
