Joan Lougheed

Joan Lougheed is a Registered Nurse. She graduated from the Hamilton Civic Hospital School of Nursing in 1972. Her career began as a staff nurse in the ICU and RR of the Hamilton General Hospital. During further career moves she worked in the Nephrology and OR Departments of St. Josehp's Hospital , Hamilton, before experiencing pediatric care at the McMaster University Teaching Hospital. While working for the VON in Halton, she move into program development and planning, to improve the home support for families coping with illness at home. Her work in cancer care and palliative care included community outreach programs, coordiantor of the Palliative Care Volunteer Visiting Program, and Cancer Clinic Home Resource Nurse at Joseph Brant Memorial Hospital. As well, Joan taught continuing education programs at Mohawk College and Sheridan College while working to establish a new program for the Von in Hamilton Wentworth Region. This program was developed to provide volunteer visiting services for people coping with cancer and other life threatening illnesses at home. This program was a resounding success and lead Joan to establish her own company, Educare, to teach staff in LTC settings as well as provide continuing education and skills upgrade for health professionals, including, pain management for physicians, symptom control for nurses, physical assessment programs and volunteer education programs. Her company was sold, as she continued to pursue other career opportunities in public life. . She successfully ran in 5 elections and served on Burlington City Council for fifteen years, representing the city's downtown Ward 2.

In 2006, made the decision to run for mayor of Burlington when the former Mayor Rob MacIsaac made the decision to step down as Mayor. Joan and Rob both began their political careers in 1991. Lougheed subsequently represented the Ontario Liberal Party in a February 8, 2007 Ontario provincial by-election, This was a seat vacated by Cam Jackson when he resigned before the end of his term to run for Mayor. Joan was not successful in this election bid, but has since gone on to other public service, as a member of the Board for the Alcohol and Gaming Commission of Ontario.Lougheed has been a resident of Burlington since 1974.

Accomplishments

As a city councillor, Lougheed established a Downtown Citizens Advisory Committee, re-established her Ward's Community Policing Committee, founded the Physicians Recruitment Committee, chaired the Official Plan Review Working Group, and founded and co-Chaired the Specialized Transit Service Needs Committee.

Lougheed is also a founding member of the Voices and Visions Conference, which celebrates International Women's Month. She is a founding director of the Sound of Music Festival Inc., which produces Burlington's popular summer festival. In addition, she is a Director of the Burlington Museum Board, Tourism Burlington, Downtown Burlington BIA, and the Burlington Art Centre.

Lougheed works with the Burlington Downtown Business Association, is a member of the Waterfront Advisory Committee, Downtown Parking Committee, Traffic Calming Committee, Development and Growth Committee, and the Heritage Umbrella Group.

On a National level, Lougheed has been on the board of directors of the Federation of Canadian Municipalities (FCM) for the past 9 years and chairs the Ontario Caucus. She has also chaired or served on FCM committees addressing Environmental Issues, Municipal Infrastructure and Transportation, Women's Issues, and Crime and Safety.

Lougheed's projects at FCM include establishing the first FCM Scholarship Fund, piloting a Campaign School, partnering with Status of Women Canada for research funding, and being a Keynote Speaker at the South Asian Forum on Women in Municipal Government, in Bangladesh.

At the Volunteer level, Lougheed has been involved with Ontario's Telecare program, the Heart & Stroke Foundation, CNIB, Halton Society for Parkinsons, Earth Day activities and Burlington's Community Spring Clean Up, the Registered Nurses Association of Ontario, Burlington Bereavement Resource Council, Halton Palliative Care Resource Group, St. John's Parish Council, the Burlington Business Network Group, the Burlington Chamber of Commerce, and the Rotary Club.
