Williscroft's family moved to
Basel, Switzerland , in 1950, and toStuttgart, Germany , in late 1951. He graduated fromFrankfurt American High School inFrankfurt , Germany, in 1959 and returned to the United States in 1961. He received his B.Sc. inoceanography andmeteorology from theUniversity of Washington in 1969, and his M.Sc. and Ph.D. in Engineering fromCalifornia Coast University in 1981 and 1983, respectively.Naval career
Williscroft spent 23 years in the Navy and the
National Oceanic and Atmospheric Administration (NOAA). His duties included marine engineering andsalvage ; intelligence; marine electronics; engineering research inhyperbaric s, sub sea, and diving technology;submarine launched and underwater weapon systems; submarine launched and underwater hyperbaric systems; and oceanographic, atmospheric, and polar research. Williscroft programmed nuclear weapon delivery systems and developmed and implementated sophisticated databases for atmospheric research at theGeographic South Pole .He attended the 48 week
Navy School of Diving and Salvage , and then theNavy Saturation Diving School . He served on bothcatamaran mother vessels for the Deep Submergence Rescue Vehicle and the associatedsaturation diving systems, and as Officer in Charge of the Navy Saturation Diving School. He became the NOAA diving coordinator for the Pacific Coast, then the Atlantic Coast, and then for the entirePacific rim . The NOAA Diving Office published and distributed his doctoral dissertation. He is a certified instructor for theNational Association of Underwater Instructors (NAUI), and has developed courses on the science of advanced diving, the first NAUIdrysuit course, and advanced curricula for mixed gas and other specialized diving modes. For two years he also taught advanced diving techniques to the Seattle police force.Retirement
After he retired from the military in 1985, he served as
CEO of the largest independent editorial service in the United States. During this time he also founded a related publishing company,Romar Books . Following the sale of the publishing firm, he shut down the remaining operation in order to serve asChief Staff Officer for a consortium of five marine industry related firms inSan Diego . In 1994 he resigned the San Diego position and moved toPhiladelphia . While there he focused on writing,real estate , and thestock market . Following his return to California in 1997, he joined the Los Angeles branch of the brokerage firmMorgan Stanley as a Series 7 registered stockbroker. Since 1998 he has been dividing his time between the stock market, real estate activities, and writing.Publications
