Andō was a native of Iida city in
Shinano Province (present-dayNagano Prefecture ). He was born to a "samurai " family; his father was a retainer of theMatsumoto Domain .Andō entered the "Osaka Rikugunhei Gakko" (the forerunner of the
Imperial Japanese Army Academy ) in 1871 and was commissioned as alieutenant in theinfantry . He participated in theSatsuma Rebellion , after which he was promoted to captain. After returning to theArmy War College (Japan) , he was promoted tomajor , remaining within theIJA 2nd Division .Andō's rise through the ranks was thereafter rapid, and he served as Commandant at both the Imperial Army Academy and at the Army War College. He was promoted to
general when the 2nd Division was assigned toTaiwan in October, 1899.Andō was later active in the
Russo-Japanese War , where he commanded theIJA 10th Division from15 January 1905 . He was thus at the crucialBattle of Mukden .On
12 September 1908 , Andō was elevated to the title of "danshaku" (baron ) in the "kazoku " peerage system. In 1911, he was transferred to command theIJA 12th Division , and in 1913 became commander of theChosen Army inKorea .On
30 April 1915 , he replacedSakuma Samata asGovernor-General of Taiwan , and held that position to June 1918. Work also began on the development of Taiwan's forest resources on Taiping andPa-hsien Mountain s, as well as construction on the Yilan and Pingtung railway lines.
