Maxine Kurtz

Maxine Kurtz

Maxine Kurtz (born 1921) is an American city planner. She became head of the Denver Planning Office in 1947 and was the first woman to organize and direct the planning department of a major American city. She is also known for persuading the government of Denver and its neighboring suburbs to enter a historic water sharing agreement in return for concessions in sanitation, zoning and building.[1]

Kurtz is the author of two books about her experiences in city planning and human rights:

  • City of Destiny: Denver in the Making, with Ralph Conant

KURTZ, MAXINE Maxine Kurtz, personnel executive and lawyer, died on Tuesday, November 4, 2008 in Aurora. Born in Minneapolis, MN on Oct. 17, 1921 to Jack Isadore and Beatrice Cohen Kurtz. She had a BA from the University of Minneapolis in 1942, an MS in Govt. Mgmt., University of Denver in 1945, and a JD in 1962, postdoctoral student, University of California, San Diego. 1978.
