California State Employees Association

The California State Employees Association (CSEA), founded in 1931 in Sacramento, California, is the largest state employee organization in California. It worked to create the first retirement system for California state workers, created a credit union for state employees now called the Golden One Credit Union, successfully fought for collective bargaining for state and university employees, and helped to get voter approval of the merit system for state service and gained a 40-hour workweek.

CSEA Affiliates

CSEA was originally made up of four different divisions, each representing a different class of California state employees. Pursuant to CSEA by-laws, each division, over time, voted to incorporate and become independent affiliates of CSEA. Today, CSEA provides centralized support services to the affiliates such as printing and accounting and speaks on behalf of its 140,000 members on issues that affect more than one affiliate..

CSEA's four affiliates are:

SEIU Local 1000 - Represents rank-and-file state employees in nine bargaining units in various state departments, agencies, and commissions. Represents about 90,000 rank and file employees.

Association of California State Supervisors - (ACSS) - California civil service managers, supervisors and confidential employees, who are excluded from collective bargaining. Represents about 6,500 managerial, confidential and excluded employees.

California State Employees Association Retirees, Inc. - Represents about 29,000 retired state employees including rank and file employees regardless of bargaining unit as well as managerial and other non-represented state employees who retired from active service with the state of California.

California State University Employees Union - (CSUEU) - SEIU Local 2579 employees in four different bargaining units. Represents about 16,000 rank and file employees of the CSU system.
