Vijay Kumar Malhotra was born on December 3, 1931 in Lahore, Punjab (now in Pakistan). He is currently a member of parliament (14th Lok Sabha) from the South Delhi constituency in New Delhi. He belongs to the Bharatiya Janata Party.

This is Malhotra's 4th term in the Lok Sabha. He has also served as a member of the Rajya Sabha. He has had an active career in politics; Chief Executive Councillor of Delhi's Metropolitan Council (1967), President of the Janata Party, Delhi (1977) and BJP, Delhi (1980-84). Now the deputy leader of the BJP parliamentary party, Malhotra is also an educationist. He holds Doctorate in Hindi Literature.

Besides politics and social work, Malhotra is also involved with chess and archery clubs in Delhi.

Malhotra is the Senior Vice President of the Indian Olympic Association in addition to being the Presidents of the General Association of National Sports Federations and the Archery Association of India. He is also associated with the organisation of 2010 Commonwealth Games to be held in New Delhi.

Chief ministerial candidate

On 26 September 2008 the party announced that Malhotra will be party's chief ministerial candidate in the election to Delhi Assembley in later 2008.
