Fear-Master

Fear-Master is a supervillain from the Freedom City campaign setting of the role-playing game, "Mutants and Masterminds". He is analogous to comicbook villains such as the Scarecrow or Mister Fear, though his appearance and methods are more like those of Freddy Krueger or Jason Vorhees.

Melvin Blume was a goth musician with a tendency toward the disturbing, until he discovered a subsonic frequency that caused fear, terror and hallucinations in its listeners. He became obsessed with inflicting fear on others, and has refined his fear-weapons over the years. Fear-Master is not particularly subtle, though he has learned to be indirect in his attacks to avoid making it too obvious that he is the one behind a particular crime.
