It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town isLębork , which lies convert|61|km|mi|0 west of the regional capitalGdańsk . The only other town in the county isŁeba , lying convert|29|km|mi|0|abbr=on north-west of Lębork.The county covers an area of convert|706.99|km2|sqmi|1. As of 2006 its total population is 63,659, out of which the population of Lębork is 35,069, that of Łeba is 3,824, and the rural population is 24,766.
