Dame Sheila Margaret Imelda Quinn, DBE, Hon, Dsc, BSc (Econ), RGN, RM, RNT (b.
September 16 ,1920 ,Blackpool ) is a UK nurse and Fellow of theRoyal College of Nursing , where she was the president from 1982 to 1986. From 1961 to 1970, Dame Sheila Quinn served on the administrative staff of the
International Council of Nurses (ICN), of which she was Executive Director from 1967 to 1970. She was an ICN representative to theInternational Labour Organisation . She also acted as a consultant to theWorld Health Organisation . She was Chief Nursing Officer to the Southampton University Hospitals, Regional Nursing officer for the Wessex Regional Health Authority, and, Chief Nursing Advisor to theBritish Red Cross . She was appointedCommander of the British Empire (CBE) and promoted to Dame Commander (DBE) by Queen Elizabeth II. In 1993, the ICN awarded her theChristiane Reimann Prize , which is given every four years for outstanding contribution to the profession. Dame Sheila has contributed significantly to the Problem Solving for Better Health (PSBH) program at theDreyfus Health Foundation (DHF) since 1995.
