Burter

is the tallest member of Ginyu Force, a blue-skinned monster nicknamed the Blue Hurricane (called the Azure Typhoon in the dub) who fancies himself the fastest person in the universe. And indeed he has incredible speed which he demonstrates by swiftly retrieving a Dragon Ball thrown by Vegeta in an effort to prevent it from falling into Frieza's hands.

It is said by Krillin that both Burter and Jeice are as strong as Recoome, which is about 40,000. However, in , it says his power level is 75,000 but this is untrue because Captian Ginyu said Goku has to be round 60,000 to have been able to have defeated Burter and Jeice. But he could be weaker then Recoome because he has more speed than power

Along with Jeice, Burter sits out the fighting until Goku arrives and defeats Recoome singlehandedly. Burter and Jeice jump in to attack Goku, but the Earth Saiyan proves both faster than Burter (much to his fury) and stronger than both of them. He then defeats Burter with two crippling blows to the back, and shortly thereafter, Vegeta finishes Burter off by dropping a knee on and breaking Burter's neck.

He and Jeice fought Tien when they tried to invade King Kai's Planet in a filler episode, only to be defeated. He was once again defeated by Goku at the start of the Great Saiyaman Saga when he, along with Super Perfect Cell, Frieza, King Cold, and the other members of the Ginyu Force were torturing the ogres, including Goz and Mez, into telling them a way out of hell. Burter also watched the battle between Goku and Kid Buu.

In Dragon Ball Z Movie 12 as a cameo appearance, he returns from Hell and is summoned by Frieza to destroy Gohan. In "Dragon Ball GT", Burter returns from Hell yet again but is killed along with the rest of The Ginyu Force.
