It was created onJanuary 1 ,1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town isSiemiatycze , which lies convert|80|km|mi|0 south of the regional capitalBiałystok . The only other town in the county isDrohiczyn , lying convert|15|km|mi|0|abbr=on west of Siemiatycze.The county covers an area of convert|1459.58|km2|sqmi|1. As of 2006 its total population is 48,603, out of which the population of Siemiatycze is 15,169, that of Drohiczyn is 2,086, and the rural population is 31,348.
