Lieutenant-Colonel John Fillis Carré Carter CBE (

Captain in theRoyal Engineers . He was educated at Wellington College and Sandhurst. Having passed out as Queen's Cadet, he was commissioned aSecond Lieutenant into theIndian Staff Corps on28 July 1900 .
