Russia (anoblast ). Its administrative center is the city ofPskov . The oblast borders theEuropean Union countries ofEstonia andLatvia , as well asBelarus . It is the westernmost federal subject of mainland Russia (i.e. excluding theexclave ofKaliningrad Oblast ). Its major cities are the administrative center Pskov (pop. 202,000) andVelikiye Luki (pop. 104,000).Area: 55,300 km². Population: 760,810 (2002 Census), down from 846,449 recorded in the 1989 Census.
