Víctor Hugo Peña Grisales (born July 10, 1974 in Bogotá) is a Colombian professional road racing cyclist. He is named after both his father Hugo and the more famous author Victor Hugo. He rides the for the Rock Racing professional cycling team. In 2003, Peña became the first Colombian to wear the "maillot jaune" at the Tour de France.

Peña's 2003 Tour de France, where he served as domestique for Lance Armstrong, is described in detail in Matt Rendell's book 'A Significant Other'. The book also describes the rider's amateur and early professional career.
