MURUMBA WERUNGA is a renowned resource person in the areas of Governance, Parliamentary Procedure and Management with extensive practical experience that spans nearly thirty years. His experience cuts across the areas of parliaments, democracy, good governance, respect for rule of law and interplay of key partners in governing including, the Executive, the Legislative, the Judiciary, the political parties, the Media, the Civil Society Organizations, the NGOs and the Electoral Process.
Given his strong research, monitoring and evaluation as well as analytical and writing skills; MURUMBA WERUNGA has been a leader in establishing legislatures, data management and research centers, reviewer of literature, books and material on parliament and governance; consultant and formulator of projects to develop and reform processes and structures in the procedural and management/administrative realms of parliaments including drafting the Standing Orders of the Kenya National Assembly (major amendments), the Rules of Procedure of the supranational parliaments, which include the East African Legislative Assembly of which he was the founding Clerk, the Transitional Federal Parliament of Somalia and the Pan African Parliament, among others.
MURUMBA WERUNGA has served as Clerk/Secretary General in the Kenya National Assembly , the
East African Legislative Assembly and thePan-African Parliament , coordinating the appropriate mechanisms, guiding the Parliament in executing their constitutional/due mandates, roles and functions in adherence to the law and procedure.An accomplished programme manager, educator and trainer, his focus is on the restructuring and reforming, establishing and developing parliaments; the induction, orientation, and capacity building of parliamentarians and staff of parliament. He is a keen participant and observer of debates and unfolding processes in integration at National, Regional Economic Communities (RECs) and Regional Parliamentary Fora (RPF) in Africa, Europe and beyond. He has worked in multi-cultural and multi-ethnic environments.
MURUMBA WERUNGA, of Kenyan nationality, is a graduate of both the University of Nairobi where he majored in education, administration and management, graduating as a teacher there after at the University of Liverpool, where he undertook post graduate studies in Public Administration, majoring in Parliamentary Systems of Government.
MURUMBA WERUNGA, is currently the Clerk of the Pan-African Parliament, an organ of the African Union comprising five members from each of the forty-seven parliaments of the fifty-three Member States of the AU. He is the first Clerk to be appointed to head this young Pan-African institution which now exercises advisory and consultative powers; expected to evolve into a legislative body.
