On the eve of the President's controversial trade summit meeting in Brussels, Josh is troubled when he learns that Bartlet will have his position on outsourcing important
new economy jobs to foreign countries undermined as one company sends 17,000 white-collar jobs to India. C.J. is frustrated with a newFederal Communications Commission ruling allowing multimedia companies increased ownership of TV stations and takes extreme actions to get people to join her in outrage, while she has mixed feelings in balancing a love life with work. Meanwhile, the administration tries to downplay job-loss statistics, and Donna asks Josh for more job responsibility and a chance to travel abroad. Josh gets a surprise lesson in loyalty and dispassionate policy work from internRyan Pierce when he goes to work for an antagonisticJunior Senator . Since Donna is too valuable to be doubled up with Josh on a trip, she will be sent as a the only member of theWhite House Staff to join a Congressional Delegation led by RetiredAdmiral Fitzwallace to theMiddle East . Josh then tells the union whose members are losing their jobs to outsourcing that he can't promise them anything but will try to help them. Harper strengthens Debbie Fiderer's mindfulness for White House security and begins a firm and honest dynamic with the President.
