This followed the victory ofMahamane Ousmane , the CDS leader, in the second round of the presidential election in March. Abdoulaye was considered close to Ousmane and served as his campaign manager and as the treasurer of the CDS.Ousmane appointed Abdoulaye as Prime Minister following the resignation of Issoufou in September 1994. Issoufou's party, the
Nigerien Party for Democracy and Socialism , also quit the AFC coalition, leaving it without a parliamentary majority.
