The fifth and final cabinet led by Helmut Kohl was sworn in on
November 15 ,1994 and laid down its function onOctober 27 ,1998 . The cabinet was formed after the 1994 elections. It laid down its function after the formation of theCabinet Schröder I , which was formed following the 1998 elections.The cabinet had the following composition:

*Friedrich Bohl (CDU) - Minister of Special Tasks and Chief of the Chancellery

*Manfred Kanther (CDU) - Minister of the Interior
*Theo Waigel (CSU) - Minister of Finance
*Sabine Leutheusser-Schnarrenberger (FDP) - Minister of Justice
*Günter Rexrodt (FDP) - Minister of Economics
*Norbert Blüm (CDU) - Minister of Labour and Social Affairs
*Jochen Borchert (CDU) - Minister of Food, Agriculture, and Forestry
