It was created on January 1, 1999 as a result of the Local Government Reorganization Act of 1998. Its administrative seat and largest town isŻagań , which lies convert|39|km|mi|0|abbr=on south ofZielona Góra and convert|124|km|mi|0|abbr=on south ofGorzów Wielkopolski . The county contains four other towns:Szprotawa , lying convert|14|km|mi|0|abbr=on south-east of Żagań,Iłowa , lying convert|15|km|mi|0|abbr=on south-west of Żagań,Małomice , lying convert|12|km|mi|0|abbr=on south-east of Żagań, andGozdnica , convert|25|km|mi|0|abbr=on south-west of Żagań.The county covers an area of convert|1131.29|km2|sqmi|1. As of 2006 its total population is 82,226, out of which the population of Żagań is 26,580, that of Szprotawa is 12,613, that of Iłowa is 3,975, that of Małomice is 3,623, that of Gozdnica is 3,454, and the rural population is 31,981.
