Agha Hilaly (1911-2001) was a Pakistani diplomat, born in Bangalore in 1911.

Hilaly joined the Indian Civil Service in 1936 at the age of 25, rose through its ranks quickly and was in a senior position at the time of Partition. During the early years of Pakistan, he played an important role in formulating the Pakistani foreign policy, representing Pakistan at the United Nations and served as its Ambassador to the United States.

He died in Karachi in 2001, at the age of 90.

He received numerous international awards, including:
*Hilal-i-Quiad-I-Azam in Pakistan.
*Grand Cross of Order of Northern Star from Sweden.
*Grand Cross of Order of Gurkha from Nepal.
