Martins holds a
Bachelor's degree ineconomics fromLycoming College inPennsylvania ,United States . He completed his post-graduate studies in economics at theUniversity of Mannheim ,Germany in 1969. Martins then attendedOxford University in the UK, receiving a diploma ineconomic development .Early career
From 1971 to 1972, Martins worked as a research officer on
agricultural development policies inAfrica for the United Nations Research Institute for Social Development inGeneva .He then served with the United Nations Conference on Trade and Development (
UNCTAD ) from 1972 to 1975 as an economic affairs officer, overseeing studies and policies on the issue of economic integration inAfrica , and ontrade negotiations between the African,Caribbean andPacific Group of States and theEuropean Union .In 1975, he was appointed external and economic affairs adviser to the then-
President of Angola ,Agostinho Neto . From 1976 to 1977, Gaspar Martins was Governor of theCentral Bank of Angola , before serving as Minister of Finance until 1982. He was appointed as Angola's Minister of External Trade in 1982, and worked in this position until 1987. From 1989 to 1995, Ismael Gaspar Martins was the Executive Director of theAfrican Development Bank , based inAbidjan ,Ivory Coast .From 1996 to 2000, Martins served on the
Southern African Development Community Task Force at theWorld Economic Forum Summit. In 1996, he was a founding member and Co-President of the Angola-South Africa Chamber of Commerce and Industry. He also held the position ofManaging Director of Gaspar Martins and Associates (a business consultancy firm).Ambassadorial career
In April 2001, President
José Eduardo dos Santos appointed Martins as rovingAmbassador , and in May 2001 as the new Ambassador to theUnited Nations . In a ceremony inLuanda , Ambassador Martins said he would work to help the UN play a "decisive role" in Angola as the country searches for peace, stability and development.External links
