Thirteen-year old Lisa Ann Millican (circa 1969 - September 28, 1982) was a victim of a notorious
kidnapping andmurder that began at theRiverbend Mall inRome, Georgia onSeptember 25 ,1982 . That day Lisa was on a shopping outing with other residents of the Ethel Harbst Home for Neglected Girls. Separated from her group, Millican was snatched from the mall's gaming arcade bysexual predator s Alvin and Judith Neeley. The Neeleys had previously committed other crimes in the mall, but the Millican case represented their graduation into sexual torture andmurder . Millican was sexually abused for three days and then injected with drain cleaner, shot and thrown into NorthernAlabama 'sLittle River Canyon by Judith.ref|Cook For this and other murders, Alvin was sentenced tolife imprisonment in Georgia.
