List of Rural Districts in England and Wales 1894 - 1930

The following is a list of rural districts established in England and Wales by the Local Government Act 1894. The list includes all districts that existed up to the series of County Review Orders that amalgamated and abolished numerous small rural districts in the 1930s.

Background

Rural districts were based on the areas of existing rural sanitary districts, which had been created in 1875. Sanitary districts were themselves based on the poor law unions, and frequently contained areas in more than one county.

The 1894 Act provided that where a rural sanitary district was situated in more than one administrative county the part in each county would become a separate rural district. There were however exceptions "where for special reasons the county council otherwise direct" involving very small areas. In these cases there were three options:

* Rural districts could be in more than one administrative county
* Parishes could be united to neighbouring rural district or districts in the same county
* Parishes in one administrative county could be administered by a rural district in another

There were only a handful of cross-county rural districts, often due to complicated county boundaries unsuited to administration of local government services. These were:
* Faringdon, Berkshire and Gloucestershire
* Holsworthy, Devon and Cornwall
* Oundle, Northamptonshire and Huntingdonshire
* Stow on the Wold, Gloucestershire and Worcestershire
* Tetbury, Gloucestershire and Wiltshire
* Tewkesbury, Gloucestershire and Worcestershire
* Thrapston, Northamptonshire and Huntingdonshire
* Winchcomb, Gloucestershire and Worcestershire

Initially there were a large number of parishes in one county administered by a rural district council in another, but by 1897 most of these had been transferred to the adjacent county. Those that remained persisted until the 1930s in Breconshire, Cardiganshire, Denbighshire, Huntingdonshire, Nottinghamshire, Staffordshire and Worcestershire. The parish of Pennal in Merionethshire continued to be administered from Montgomeryshire until 1958.
