1997 , it was legal but under governmental regulation. The licensing of newbrothel s had been stopped in1974 and licenses could not be transferred. In1997 prostitution was declared to be illegal by theTaipei City Council in the city ofTaipei . The mayor at that time wasChen Shuibian who firmly effectuated the law and incurred the anger ofsex workers .However, the law was supported by the majority of Taipei residents. Follwing this, licensed sex workers formed theCollective Of Sex Workers And Supporters (COSWAS) to support middle aged sex workers and promote the legalization of the industry.Taiwan has been the destination for the trafficking of women for the purposes of prostitution, typically from
mainland China ,Vietnam andThailand . Women from Taiwan have also been known to be sold to theYakuza inJapan by foreign organized criminals."Floating brothels" are a booming business off the coast of
Jinmen , just out of the reach of the Coast Guard.The Government estimates there are 30,000 minors in prostitution in Taiwan.
Currently, Taiwan law punishes both the seller and the buyer of prostitution, but the seller still carries most of the legal responsibility. By law, the identities of buyers are revealed to the public. However, the location, where these wall posts are made, limit the effectiveness of this law.
