Torbay is under the local governance of the North Shore City Council.

According to the 2006 census, Torbay has a population of 6237.

Local Businesses in the area include Four Square; Torbay Dairy down the road; Video Ezy; four takeaway food stores; one Thai and two Indian restaurants; the Torbay Community Association; four hairdressers; a cafe; two bakeries; a dentist; two doctor's clinics; a dog grooming parlour; 2 real estate agents, an op-shop, a church office and two ATM's. Attractions to the area include Long Bay Regional Park, which attracts over a million visitors each year. There are also a number of smaller public beaches (Waiake, Torbay beach, Winstone's Cove, Ladder Bay), which are highly accessible and utilised both for swimming, and mooring small yachts.

Torbay School provides education for New Entrants to Year 6 children. It has a close relationship with the local community, and in some ways is unique in that a number of parents, and some current teachers, were once students at the school.
